Baby Killers?

Was watching a documentary of Peter Singer a professor at Princeton. His utilitarianism views propose that it’s not always morally wrong to kill a baby who is not rational self-aware and autonomous. These are the three significant qualities he states when determining the life of a sentient being. Is it morally justified to take the life of a young born disabled child or the life of any other sentient beings when theses criteria are met?

Who has the authority to take a life and to save it wasn’t that God’s job? What happened to him?
